The City of Brotherly Love is anything but. Sabbat motorcycle gangs constantly prowl the underworld of this Domain and seem to delight in letting the Camarilla begin to build up it's resources and confidence before busting in and tearing it all down again. Several rival motorcycle gangs keep each other in check, or the Sabbat would have probably taken over completely by now.
